The name is a mouth-full, but this is the Road Wizard windup race car by TBC Japan.  It is a sleeper, and race car #21 will disappear fast.

The windup scoots across the table and turns. Each turn is signaled by the drivers “Up hand”, and then it lowers for a straight drive. cool.

Condition is near new old stock with minor scratching and very light play wear.  -Near new.
